Ukraine Wants Reciprocity Before Trump’s Energy Truce Can Hold
Volodymyr Zelensky says Ukraine is ready to stop striking Russian energy infrastructure if Moscow does the same. Kyiv reported fresh attacks after Donald Trump claimed the two countries had agreed to an immediate truce.

Donald Trump said on Sunday that Russia and Ukraine had agreed to an immediate ceasefire covering energy infrastructure. The claim arrived without public terms. Ukraine’s official response welcomed the prospect, but said Kyiv was ready to refrain from striking Russian energy sites only on the same basis as Moscow.
In an address published by the Ukrainian presidency, Volodymyr Zelensky called the announcement “good news for everyone” and said it was important that it become reality. Ukraine, he said, was ready to stop striking Russian energy infrastructure and counted on “the same readiness from Russia” and on the agreement Trump said had been reached.
Washington should publish the proposed terms, set a verifiable start time and establish a public channel for reporting incidents.
From the analysisThe same address reported a strike on the CHP-5 power plant in Kharkiv. In a later statement, Zelensky said reports of attacks had continued across several regions and that Russia had not halted its military activity. Those are Ukraine’s accounts of events. Reuters reported that neither Kyiv nor Moscow immediately confirmed an agreement, and that Zelensky had said Trump’s announcement was news to him before describing Ukraine’s willingness to accept a reciprocal pause.
A ceasefire declaration cannot establish which facilities are covered, when the pause begins, how breaches are verified or what happens next. Power stations, heating networks and water systems need protection that can be checked, not inferred from a social-media post.
Washington should publish the proposed terms, set a verifiable start time and establish a public channel for reporting incidents. Kyiv and Moscow should confirm the same text and permit neutral monitoring. A reciprocal, monitored pause would give civilians and essential services a real measure of protection as winter approaches.
